Template to be used as the starting point for a new GitHub Project

The .gitignore file has been initiated with some basic entries. While not completely platform agnostic, there shouldn't be any conflicts.

CHANGELOG.md (from http://keepachangelog.com/)

The change log is a file which contains a curated, chronologically ordered list of notable changes for each version of an open source project.

CONTRIBUTING.md

Used to (when completed) provide a link that auto-populates the subject and body of new issues.

PULL_REQUEST_TEMPLATE.md

Used to (when completed) provide a link that auto-populates new pull requests.

ISSUE_TEMPLATE.md

Used to (when completed) provide a link that auto-populates new issues.

HISTORY.md

used to track more granular information than the change log. Often a digest of commits
