Bump cookie and @jupyterlab/builder

Removes [cookie](https://github.com/jshttp/cookie). It's no longer used after updating ancestor dependency [@jupyterlab/builder](https://github.com/jupyterlab/jupyterlab). These dependencies need to be updated together.

Updates `@jupyterlab/builder` from 3.2.9 to 3.6.8
