Latest mtl stopped re-exporting Control.Monad, which breaks weigh starting with mtl-2.3

It seems like it has been fixed on master, but not released yet.
Unfortunately current fix is incorrect, since it uses MIN_VERSION_base instead of MIN_VERSION_mtl

I'll fix up this PR in a bit.
