feat(bm8563): added bm8563 rtc component

Description

• Added component and example for BM8563 RTC peripheral, copied from esp-cpp/camera-streamer and modified to match peripheral API.
• Updated and rebuilt docs
• Added new example to CI
• Cleaned up ads7138 docs

Motivation and Context

This component is useful (as many systems may require the use of an RTC), and keeping it in espp and up to date helps maximize its usefulness.

How has this been tested?

Building and running the new example on an ESP32 TimerCam.
