epel.repo might have setting enabled=0 so that packages are not quietly installed from it.

hmm. IIUC this would only happen if you are using a custom built CentOS image? The ones from official CentOS mirrors don't have this problem?

I wouldn't say that negates it, this simply supports users that have installed epel but disabled it by default.

I didn't say it negates it. Just trying to understand how a user would end up here.

I'll consider this the next time I do a batch of updates.
