By using Cabal, I avoid disturbing the existing Stack-based build plans. Tested with ghc-9.2.8 on NixOS-23.05

By using Cabal, I can share the exact plan I used while not disturbing the existing Stack- and Nix-based build plans.
I'm not saying you should merge, that, though. :) It's just machine-checkable explanation of what I tried.
