This adds a settings.json file, which originally came up in #45. Having this settings file helps makes sure that any Python examples comply to the common Python formatting guidelines.

These settings make sure that the file tree for any locally edited Python samples doesn't show __pycache__ and related entries.

These settings are added by the Databricks plugin. Adding them here ensures no conflict whenever authors open this repository with this plugin.
