feat(fedora): remove fedora 39 (eol) and add fedora 41 #1584

Changes workflows, documentation, and vars files to remove fedora-39, and to enable fedora-41

Description

No problem is solved here, rather, just the natural sun-setting of an EOL fedora, and the arrival of the next in line.
