Description and Related Issue(s)

Resolves #2365

Proposed Changes

Added the NEXT_PUBLIC_CELO_ENABLED and NEXT_PUBLIC_CELO_L2_UPGRADE_BLOCK variables to customize the app for Celo-based chains.
