Increase CSP factory pause window to 4 years, buffer period to 180 days. #2559

Description

Patch for CSP V6: same as V5, with longer pause and buffer periods.
Merge into patched branch composable-stable-pool, where the build infos come from.

Reviewer should verify that the base commit is the one that generates the build info for CSP v5. See balancer/balancer-deployments#60 for reference.

Looks good - verified that head matches the commit for V5... and even rebuilt the build-info and compared it to the V5 deployment, and it matched.

Are these our V3 settings?
