moving to ParallelCluster 3

This is the initial release to support AWS ParallelCluster 3.
This release also includes:

• M6i and C6i instances (where available)
• Slurm queues refactoring
• Major refactoring of the Cloud9 Bootstrap script
• Move all the "master" labels into "HeadNode"
• Disable the "Cost" dashboard in the monitoring Grafana dashboard
• ParallelCluster post-install script (now OnNodeConfigured --> CustomActions) refactoring
• various fixes, code and performance improvements.
