v0.3.1

This is the v0.3.1 version of gh-cli. The release with repo subcommand.

• Add repo subcommand integrates with the GitHub GraphQL API.
• The access token can be passed in as environment variable GH_ACCESS_TOKEN. And if the env variable is set no need to pass --auth_token argument.
• Single --name argument for repo addressing.
• Other refactoring and increased modularity.
