Improve BulkLoad/Dump implementation

This PR refactor bulkload and bulkdump code and fix critical bugs. In particuler, the change includes:

1. Change existing BulkLoad concept to BulkLoadTask, emphasizing that they are just "tasks" --- each task injects a range of data to the database. There will be a concept of BulkLoad job in the next PR where a job is loading a folder dumped by the bulkdump job. This folder contains many subfolders and each subfolder is loaded by a "task". So, one bulkLoad job can spawn multiple tasks.
2. Unify the application of "Manifest metadata" in both BulkLoad and BulkDump. As a result, users can specify the Manifest in BulkDump and this metadata can be directly used in BulkLoad. To achieve this, we decouple the BulkLoad metadata and manifest metadata and we decouple the BulkDump metadata and manifest metadata. This unification lays foundation for co-design bulkload and bulkdump.
3. Fix bugs of generating bytesampling values. Previously, we persist the value of the sampled key as the bytesampling value by mistakes. This change fixes this issue by persisting the size of sampled kv to the value.
