Custom values for language card

Hi 👋

I would like to use the language card on my profile but also on other places such as my CV. However a lot of my projects are not on github so I would like to create a language card with custom values that I could set to truly represents the languages I am using the most. Is this possible in any way?

@Virgile-Foussereau, feel free to create a pull request if @anuraghazra is also on board with this feature.

I think something like custom=python[30],CSS[10],json[20],yaml[40] would be sufficient. While using this syntax, the card should:

• Take into account the maximum number of languages (i.e. 10) permitted on the language card.
• Normalize the results if the percentages don't add up.
• Should not conflict with the other arguments.

You are free to create a PR, but please be aware that because not many other people have shown interest in this feature (i.e. upvotes) and @anuraghazra has not given his opinion on it, I do not see it likely that this feature will be merged into the master branch shortly. I am, however, happy to assign you to this issue if you still want to create a PR. If you're looking for a hacktoberfest contribution, I just created #2179.
