Integration of Danzig + updates for Khiva and Bukhara

After the WWI, according to the Treaty of Versailles, the Free City of Danzig was created, which did not belong to either Germany or Poland.

So, I propose to make changes to the mod so that Danzig is independent in the 1919 scenario (Khiva and Bukhara are also independent, as they were historically after the collapse of the Russian Empire).

Summary of the integration (Great Seven):

1. Created file for new state (816, history/states); changed file for state 85 that was affected by the creation of the new state (816).
2. Changed files for states 742, 813, 814 (Khiva and Bukhara are independent).
3. Added airports and rocketsites for new state (map\airports.txt and map\rocketsites.txt).
4. Added localisation (EN, DE, FR, RU) for new characters.
5. Added localisation (EN, DE, FR, PL, RU) for new victory point (3324).
6. Added localisation (EN, DE, FR, PL, RU) for new parties.
7. Added portraits for country leaders (common/characters, gfx\hoi4tgw_portraits, interface\ww1_characters.gfx).
