UtaFormatix is a tool for converting vocal-synthesizer's project format among VOCALOID, UTAU and CeVIO, created by @Sdercolin . Here is a modified version of UtaFormatix - UtaFormatEx. There are no new features, just more cleaner different code style and implementation (in order to be used in some modern environments).
UtaFormatOL is an online version of UtaFormatEx which you can use on any OS with a modern (WebAssembly enabled) browser.

Parameters are not supported currently.
We took a benchmark to compare performance between UtaFormatix and UtaFormatEx.
The test case is to convert a VSQX to CCS, and convert it back; then convert a CCS to VSQX, and convert it back. Both tools run the same job.
For the test, we have to remove all MessageBox.Show() in UtaFormatix. No change needed for UtaFormatEx.
Test results show that UtaFormatEx is over 50% faster than original UtaFormatix, and has less memory allocated in the mean time.
