List RENDER Perps on Synthetix Perps Base.

## Abstract

This is a proposal to list Render Network (RENDER) perptual futures on Synthetix Perps.

RENDER has been listed on Synthetix Perps as RNDR before the token migration. Now the token has migrated with sufficient liquidity and price feed from Pyth, it is time to list RENDER back.
