Aggregate kjennelser to a hihger level

Function to aggregate kjennelser to a higher level and to select the most important kjennelse for one of the samples as the kjennelse per submission.
There is a need to differentiate between kjennelser related to serology, agent and disease.
Needs a translation table for kjennelser to high level kjennelser.
Will there be need for more rules for selecting the submission kjennelse than selecting the most important kjennelse??
