  1. Add wrapper for oci-image-tool 

    Some new images have a manifest that oci-image-tool doesn't
understand.  The tool is deprecated but there isn't a quick
alternative.  This adds a wrapper to chose the manifest version
that works.  Long term this should be replaced.
