The new versions of PhotoLocker and VideoLocker on the Android App Store seem to have taken a sharp decline in encryption quality in favor of speedy operations. In fact, it's a simple XOR operation on the first few bytes of the file. This is a program that can decrypt and encrypt .PL and .VL files. Enjoy :)
