Several of the Python platforms which used to work no longer exist for ubuntu-latest Also, update actions to their latest versions (checkout@v3, setup-python@v4)

It might make sense to abandon ubuntu-latest, or create a separate test suite for older versions; but this fixes the immediate problem that pull requests cannot be tested. |
