feat: wip refactor of deploy scripts

Collecting vibes here:

• Checking codehash of deployed contracts matches codehash of local contracts
  • Alex: I'm not sure we can do this one given our merging strategy...
• Queue/approve txs without using safe UI (maximizing automation while maintaining security)
• Automate forge test trace to tenderly
• Ensuring features that exist on mainnet also exist on testnet slack thread here
