Extra coverage for CooperativeMatrix

New CTS added to cover the following cases:
 * SINT format in Vulkan mapping to OpTypeInt with 0 sign bit
 * UINT format in Vulkan mapping to OpTypeInt with 1 sign bit

Add tests:
dEQP-VK.compute.pipeline.cooperative_matrix.*.matrixmuladd_cross.*
