add permute, deprecate orientation #4164

this adds a general machanism to swap data of two axis via e.g. scatter(rand(5), yerror = 1, permute = (:x, :y)) and is supposed to replace the mostly broken orientation mechanism

TODO

  • add deprecation for orientation
  • add tests
  • fillranges (incl. ribbons) are buggy (needs semantic changes, won't be done in this PR)

@BeastyBlacksmith this is great! I think it would be a good idea to add something to the documentation about the thing you now suggest, as the bit for orientation just says it is deprecated without saying what the recommended new approach would be. I was helping someone with some buggy code on Stack Overflow and it took me searching through the Github Issues here to find the answer, which seems a bit bad!
