py-fortranformat: update to version 2.0.0 (cherry-pick of spack#45748) #464

Feature update py-fortranformat Add more recent versions of py-fortranformat. The currently included release (0.2.5) is from 2014. I've added the latest point release of each of the major versions from the last 4 years. This change also updates the homepage

Note: this is a cherry-pick of this change in mainline spack: spack#45748

There is something weird going on, CI are failing because python 3.7 is no longer supported (complaining about spack's top-level pyproject.toml). But I checked and the spack develop version of this file also has 3.7. I'll dig a bit more.

Closing this and reopening in a bit with a new cherry pick to avoid this being done as a merge commit. The current pull request is based on a cherry pick into jcsda/develop (a branch which no longer exists)
