Description
Add necessary flags to compile
hdf-eos2with Intel oneAPI (icx). The same flags also work forapple-clang.One part of the changes are cherry-picked from spack develop (1e9253b) additional changes are made in 54f00bb (see spack#45399 for the corresponding spack PR)
