Add edgenetwork InterconnectAttachment resource.

Create InterconnectAttachment resource in product edgenetwork.

Fixes hashicorp/terraform-provider-google#15665

Tests are disabled for this resource for the same reason as other resources in edgenetwork. See: #8905
