We've been running an older version of Tailwind for a few versions now. This PR updates the build process, including Webpack and Laravel Mix, to the latest version, and then updates the core to use Tailwind v3. Also updates the Default theme to a new shade of purple.
Motivation and Context
Next steps for some UI improvements.
How Has This Been Tested?
