Rewrite of the frc1721.org website

This uses parcel.js to build the website
(.scss files and <include> html tags)

- Make sure you have `npm' installed
- Git clone the repo
- Run `npm install'

Run `npm run build' to build the website,
output will be in the dist/ folder.

Run `npm run dev' to start a live server
that will update whenever you save a file.

I recommend to delete the dist/ folder
before running `npm run build' to remove
any old files before building again.
