This PR fixes So_t wiring in the configuration like atm+docn.

CMEPS Issues Fixed (include github issue #): #414
Are changes expected to change answers? (specify if bfb, different at roundoff, more substantial) No, since this configuration is not tested. The changes in the masking from ocn->atm direction might change the answer over land for mediator history file. More test will be done under CESM.
