The half-precision variants were not previously handled by fpimm8_13. Tests added to dis-a64-v82.txt. Change-Id: I2f54e3907882970e629aef4e353bd15c663d2d6b

In codec.c, the
fpimm8_13functions now look more similar to thefpimm8_5ones. Tests added todis-a64-v82.txt.
