Added "Rollups" category to 2nd layer category and added Cartesi project documentation as a rollup solution.

I felt like Rollups would be a nice addition to this repo along with a top notch 2nd/3rd layer project called Cartesi (https://cartesi.io). I’m open to any feedback/changes you have in mind.
