DIG-4437 Changing basemap for JS maps on Boston.gov

• This update to our Patterns Library was a result of a request from the analytics team to update the basemaps we use by default for the map component to a newer version
• This newer version of the basemaps includes imaging of the data layer for hills, streets and city etc.

DIG-4417 - Fix for text fields inputs on PCs

• This work fixed a bug with text input fields. Certain letters (e.g. "g" and "y") were being cut off on the bottom of text input fields. Users should see all letters correctly when inputting them into text fields on Boston.gov

Patterns update to How-To Titles

DIG-3714 - Adjust size of titles in how-to steps on mobile(https://bostondoit.atlassian.net/browse/DIG-3714)

• This work adjusts the size of the How-To step titles on Boston.gov for mobile screens making them smaller and more readable
• The padding around the text was also adjusted to remove any white space

• Updates the patterns library to allow for an optional contact phone number to be supplied with contact form submissions
• There is HTML validation when a phone number is entered
