fix: Remove z-index and stacking contexts from list-items (#3775)

* Switch list-item z-index to grid order

* Remove fullscreenWithin, dropdownOpen, and tooltipShowing

* Fix lint

* Remove fullscreen-within listener

* Try disabling pointer events

* Fix lint
