[Feature Request] Encrypt HELLO packet

The HELLO packet contains some technically-public but still in-the-clear information such as full (public) identity and version. Encrypt the HELLO packet by attaching an ephemeral key to the end and encrypting the payload. This is of course in lieu of a better Noise-based protocol in the future.
