Why is this not in the Ubuntu repository?

I'm using Pluma 1.12.2 on Ubuntu 16.04. The one thing I miss is the Bookmarks plugin. I thought I could do apt-get install pluma-plugins or something like that and I would have it. Unfortunately, that's not the case.
