Describe the bug

This is an issue for mods, more specifically mods that add districts to the game, when you place a district in a tile that currently has a tile improvement being worked on (highlighted as an yellowish green in the city screen), the city will produce the district as normal, but when completed, it won't be placed on the tile. The city won't receive any yields nor will it be able to sell the building to try and build the district again.

The exact same issue happens when a city places a district in a tile that belongs to another city.

Steps to Reproduce

  1. Use a worker to improve a random tile in a city.
  2. Go to 'City Screen'.
  3. Click on 'The type of district you want to place'.
  4. Select 'The tile that's being improved' and confirm.
  5. See error.

Additional Information

Unfortunately I don't have the autosave from right before it as I have long since started a new playthrough, but I wish district placement could override any processes currently going on on the tile.

I'm not sure what the save file is supposed to prove?
What I see is that when you place the district, the currently "under construction" improvement is removed, as expected
