Is there a set of guidelines for when a new class needs protobuffers and such?

Not really, if you wanna add protobuf and struct support to a class your adding go for it.
If you want to add protobuf/struct support to an existing class go for it.
Since #5953 we might want all wpimath classes to implement them?
