As discussed during CC meeting, it was recommended to promote the role of "publisher" for citation/attribution.

@wmo-im/tt-wismd we had a meeting with Creative Commons earlier today to review various WCMP2 parts (citation, data policy/licensing, etc.). To promote the role of publisher we could add to include a host contact role as a recommendation or requirement to https://github.com/wmo-im/wcmp2/blob/main/standard/requirements/core/REQ_contacts.adoc, for at least one contact. It was also discussed to have a dedicated properties.publisher property, but it was decided to specify in contacts.roles instead (which aligns to OGC API - Records).

Thoughts?

STAC definitions:
producer: The producer of the data is the provider that initially captured and processed the source data, e.g. ESA for Sentinel-2 data.
host: The host is the actual provider offering the data on their storage. There should be no more than one host, specified as last element of the list.

TT-WISMD 2024-10-22:

  • STAC does not have clean mapping to "publisher"
  • makes sense to have at least one required role
  • we could discuss adding "publisher" to WCMP2 codelist (and discuss with STAC proper)
  • useful to provide examples and intention
  • ACTION @ferrighi to provide definition of "publisher" for consideration

Some currently used definition of "publisher":

NASA Unified Metadata Model (UMM):

  • Publisher: The name of the individual or organization that made the collection available for release.

ISO CI Role:

  • publisher: party who published the resource

Dcat:

  • dct:publisher: The entity responsible for making the item available.

Datacite:

  • Publisher: The name of the entity that holds, archives, publishes prints, distributes, releases, issues, or produces the resource. This property will be used to formulate the citation, so consider the prominence of the role.

Attribute Convention for Data Discovery:

  • publisher(_name): The name of the person (or other entity...) responsible for publishing the data file or product to users, with its current metadata and format.

2024-11-26:

  • use DataCite definition (aligning with SHOULD verbage) [s/will/can/])
  • add publisher as a codelist value in contact-role
  • add recommendation to use publisher as part of defining dataset contacts
