Is this a valid URN?
The use of x- was deprecated in RFC 8141 - Uniform Resource Names (URNs) (ietf.org) .

Options:

  1. Remove urn:x- from the identifier notation and declare wmo:md:{centre_id}:{local_identifier} as the id notation
  2. Formally register wmo as a namespace identifier with IETF as an RFC (example from DGIWG), hence moving from x-wmo to wmo
  3. Other options?

I like the idea of WMO registering its stuff, not just URNs but also media types etc, but I do not know how likely it is to happen. Can we put into WIS 2.0 documents urn:wmo:md:{centre_id}:{local_identifier} expecting it to be "officialized" soon, or should we just define wmo:md:{centre_id}:{local_identifier} as a custom format that just by coincidence looks like URN?
In other words, I have slight preference for "Option 2", but have a feeling that we will need to content ourselves with the "Option 1".
