Requirement 9/req/core/themes_wis2_global_service
AA WCMP record describing a WIS2 global service SHALL provide a theme/concept identifying all Earth system disciplines as defined in WCMP codelists.

note: if remember correctly, the ET-W2AT decided that the GDC would validate the topics... So in theory, the GB doesn't know what the topics are...
