We should be able to cite a dataset that was used by a Tale when published to DataONE. The dataset presumably has a doi, along with the Tale, and should have its citation count increased.

DataONE can currently tell if a dataset/tale has been cited if its system metadata identifier is a doi by querying crossref with it.

For example, the package described by this system metadata document will have citations tracked (note the <identifier>doi:10.5063/F16H4FQS</identifier>)

Investigate how we can submit citations to DataONE so that the citation count of the dataset is creased.

As per the DataONE Dev call on 03/28/2019, this isn't yet possible. It's up to the DOI issuer to send the citation information to the third party aggregators. Since Whole Tale isn't issuing the

Changes on the DataONE side will require turning provenance information (for example, prov:wasDerivedFrom) into citations and pinging DataCite. Matt had mentioned he'll create in issue in Metacata to support this.

Now that we track dataset citations within Tales, I've mirrored it in this PR which uses cito:cites to describe the citation in the resource map.
