Impossible to install WebOs Dev Manager: "There is a problem with this Windows Installer package"

When i try to install webOs.Dev.Manager process stop with this message

I'm using Win7 Ultimate SP1 64bit
I've tried with different version of file: 1.13, 1.12, 1.11... but always with the same result.
I've checked windows but it's ok.
I've disabled all antivirus and security but no solution.
What can i check again?

You could try installing WebView2 if they are available for Windows 7. If it doesn't work, then I think it's unsupported unfortunately.
