一个是有管理员权限一个是没管理员权限

这种问题应该不适合提 issue，社区关注项目本身的问题。我没有使用 Windows 系统，只能给你一些提示：

确认 volta 正确安装路径，并且其路径已添加到用户的环境变量中，而不仅仅是系统环境变量。这样确保在非管理员模式下，命令提示符也可以找到 volta 命令。
尝试使用官网文档里的 winget install Volta.Volta 的方式安装
