Make Prometheus Exporter labels consistent across the board

We currently have a bunch of prometheus exporters deployed to the nodes and services in the alphanet cluster. The static labels associated with each in the scrape targets aren't consistent and should be. This will allow us to look at stats/metrics by machine class, but machine role and by machine region, amongst other things.
