Expected behavior

Following from a discussion on the original FR:
--output-logs=errors-only doesn't work for turbo watch (nor when "outputLogs": "errors-only" is configured for the task).

Actual behavior

WRT log verbosity, turbo watch behaves the same as turbo run.
