Adding package to XCode 13 causes "the manifest is missing a Swift tools version specification" error #78

I don't know if it is XCode 13 issue, or if it has to be added in Package.swift. Has anyone dealt with it?

I forked and tried adding the recommended header in the warning to Package.swift
// swift-tools-version: 5.7.1
but then I get an invalid manifest when I try to adding the package, so I think it needs more fiddling to get it working with SwiftPM (this is the first time I've tried using Beethoven)

Btw, I have another Swift package that has swift-tools-version: 5.6 and upgraded it to 5.7.1 OK, and when I created a fresh new swift package project, the automatically generated package.swift has swift-tools-version: 5.6
