Just got M4 max with 128gb of ram, but the when creating new VMs it maxes out at 32gb. Is there some inherent limitation for apple silicone VMs?

This is coming in qemu 9.2 search in hvf changelog.. (mentions 64gb limitation not 32gb)
Maybe wait for a UTM beta using qemu 9.2 when released in a month..
