Condense docs
Update base README
Create issue describing storage policy for:
- Raw catalog data (ScienceBase?) and processing codes
- Processed catalogs (ScienceBase and corresponding existing NSHM repo?)
Consider additional step of agrid to source XML/CSV file processing (mMax knockouts, etc.)
