Does this work in Android?

I read the documents and created a sample console app with socket server. It runs perfectly fine. But the same code doesn't work in Android. I don't see the socket server up and running in Android.
Do I have to enable anything extra for Android? I have already enabled the INTERNET and ACCESS_NETWORK_STATE permissions in my manifest
